内訳を見ると、小売および消費者サービスは大幅に低下しました。

According to the economy watchers survey of Japan in January 2021, which was announced on February 8th 2021, the DI for current economic conditions in January 2021 (seasonally adjusted) was 31.2 points, a fell by 3.1 points from the previous month.
Looking at the details of it's results, retail sales and consumer services fell drastically.
I think COVID-19 and request-based measures regarding it have impacted the decline.
