結果の詳細を見ると、COVID-19が現時点での減少に影響を与えていると思います。
例えば、政府は、札幌と大阪がパンデミックの新たな震源地になりつつあることから、2020年11月に両地域の旅行に対する経済的支援措置に制限を課すことを決定しました。
そして、この決定は、両地域の飲食と小売に悪影響を及ぼしました。

According to the economy watchers survey of Japan in November 2020, which was announced on December 8th 2020, the DI for current economic conditions in November 2020 (seasonally adjusted) was 45.6 points, a fell by 8.9 points from the previous month.
Looking at the details of it's results, I think COVID-19 has impacted the decline this time.
For example, the government of Japan decided to impose restrictions on the economic support measures for travel for Osaka and Sapporo area on November 2020, because both city are becoming the new epicenter of the pandemic.
And this decision had a negative effect for going out to eat and retail sales for both area.
