内訳を見ると、最も落ち込んでいるのは北東部で、今回は前月から41.4％減少しました。

The housing starts of US in February 2020 (privately‐owned units, seasonally adjusted), which was announced on March 18th, was 1,599,000 units, a fell of 1.5% from the previous month.
Looking at the breakdown, the most depressed was the Northeastern region that fell of 41.4% from the previous month.
